Fallout New Vegas Why Cant We Be Friends Quest Walkthrough

The quest titled Why Can't We Be Friends in Fallout: New Vegas presents players with a compelling political conflict inside the subterranean chambers of Vault 19. Located north-northeast of Goodsprings, this Vault houses escaped Powder Ganger convicts who are divided between two contrasting leaders. Navigating this mission allows players to shape faction reputations while deciding the ultimate fate of the Vault 19 community.
Finding Vault 19 and Unlocking the Main Doors
To begin the questline, travel directly to Vault 19, located just east of Bonnie Springs along the primary roadway. You can access the interior structure by entering through the sewer grate situated in the old parking lot. Once inside the initial entry room, activate the nearby control console to open the main blast doors and speak with the occupants.
Choosing Between Samuel Cooke and Philip Lem
Inside the overseer offices, you will meet Samuel Cooke on the right side and Philip Lem on the left side. Samuel Cooke wishes to eliminate the fire geckos in the caves below to harvest sulfur for crafting heavy explosives against the NCR. Philip Lem, on the other hand, asks you to neutralize the sulfur deposits to prevent further bloodshed and restore peace.
Executing Samuel Cooke's Aggressive Plan
If you choose to align with Samuel Cooke, head into the lower cave system and clear out all the aggressive fire geckos inhabiting the tunnels. After purging the caves, return to Cooke to receive your caps reward and gain positive Powder Ganger faction status. To finalize his plan, journey to Red Rock Canyon and speak directly with Papa Khan to negotiate an official alliance between both factions.
Executing Philip Lem's Peaceful Alternative
Players who prefer a peaceful resolution can assist Philip Lem by using C-4 explosives to collapse the sulfur caves while keeping the Vault structure intact. You can also choose to persuade Lem to surrender his group peacefully back to NCR authority using dialogue options. Alternatively, passing a Speech check of 40 allows you to propose joining the Great Khans without using aggressive military tactics.
